Estonian president Toomas Hendrik Ilves has returned the recently passed traffic act to parliament for reconsideration.
According to Mr Ilves it contained several errors that it would not be clear which traffic would be applicable to traffic regulation as of January 1, 2011. This would lead to a situation where traffic participants did not know what rights and duties they had. The coexistence of two equally valid but different traffic acts would also violate the constitutional principle of legal clarity and rule of law.
Parliament is now considering to convene in an extraordinary session to make the necessary corrections.
