Lithuanian president tries to break monopoly of heating and utility services

Lithuanian president Dalia Grybauskaite has submitted a set of draft amendments to the Law on the Heat Sector, the Law on Competition, the Civil Code and the Code of Administrative Offences to parliament. The amendments are aimed at breaking the monopoly that some firms hold in the heating and utility service sector.

President Grybauskaite declared that the amendments were necessary to end the misuse of monopoly positions, to introduce an administrative responsibility for eventual mismanagement of heating systems in publicly owned blocks of flats and simplify investigations into these matters. According to the president, residents will benefit from the amendments as it would enable them to reduce not only the costs of heating but also costs of water and waste removal.
